This could be huge!
A new resolution being circulated by the United States and Britain at the UN gives a "fully sovereign" Iraqi interim government control over the Iraqi army and police, and gives a multinational peacekeeping force a UN mandate ending in 2006 at the latest.
If the composition of the force is sufficiently "multinational," the burden of the occupation will soon be off our shoulders. And that, combined with legal sovereignty and an certain end date for the occupation, should satisfy just about everybody but al Quaeda and the hard Left. It's difficult to see how even John Kerry could find fault with such a situation. Deprived of both the economy and Iraq as issues, Kerry will be hard-pressed to find much to complain about that anybody will want to hear.
If this resolution or anything like it passes, the President may just have been re-elected. Even if further concessions are necessary to ensure Security Council passage, George W. Bush appears to be on the cusp of coming out of this Iraq busniess smelling like the proverbial rose.
