Democrats consider undercutting war effort

The new Democratic majority in Congress is contemplating using the power of the purse to tie the President's hands in time of war.

The unprecedented step would further reduce the President's options, effectively curtailing any plans to temporarily "surge" troops in Baghdad to gain control of the city.

"Cut and run," in other words, may soon be replaced by "undercut and run."
