ADDENDUM: A re-do on Myth Busters demonstrated that under certain specific conditions what happened to the man in Washington- to engage in a tautology- could happen. The key is the distance from the person to the source of the electricity. It does seem- given the explanation in the original episode as to why the occurance was unlikely- that those conditions existed in the case of the Washingon man.
