Joe Biden is said to be "intoxicated" by the idea of running for president in 2015.
So that's why he can't keep his foot out of his mouth!
Fortunately, the voters of Iowa and New Hampshire will sober old Joe up very quickly. Which is not to say that the idea of Joe Biden as the Democratic candidate in 2016 doesn't give me what Chris Matthews might call "a thrill up my leg."
