If you are talking about the government, then you are pretty much spot on regarding libertarian thought. According to theory, government should indeed "let people die" mainly because government is not particularly good at preventing people from dying. If government "let people die," then more people would live in the long run.
Government trying to stop people from dying is counterproductive. It wastes resources. It sets up barriers. Etc. etc.
Your generalization is, of course, absurd, like most generalizations- and like most arguments for libertarianism. Government intervention often saves lives because in many cases nobody else has the resources- or the inclination- to do so. Libertarianism is a morally craven position, which is simply not for decent people
