No, Joe Biden didn't invent an "Office of President-Elect," and neither did Barack Obama, a current bit of social media nonsense from the radical right to the contrary. The term "Office of THE President-Elect" refers not to an "office" in the sense of a job or position, but in a place with secretaries and faxes and computers and stuff where work gets done.

In fact, the term was used by the incoming Trump administration four years ago. Its origin is in the Presidential Transition Act of 1963. which authorized the administrator of the GAO to seek an appropriation from Congress to find the transition of the Executive Branch in an election year, some of which is designated specifically for use at the request of the President-elect and Vice-President-elect ("referred to collectively herein as the Office of the President-elect," to quote the current version of the document).

Stuff one encounters on Facebook or Twitter is generally best taken with about a cartload of salt, at least until confirmed in detail by more reliable sources. When it clearly comes from the radical right (or left, for that matter), it's best regarded as baloney until proven otherwise.
