This viral clip was an attempt at ridiculing Michael Bloombergś's poor performance in the first debate he participated in- and not, as has often been claimed, a mockery of George Floydś's last words. It was taped weeks before Floydś death.

Yeah, it´s another example of Trump being a complete jerk, but no, he´s not mocking a dying man. Just another millionaire.
